CREQs doesn't allow to request any change you want to DB yet, so I often place changes to aliases in CREQ comment. Right now if I have to change at least one field to submit CREQ, so if there's nothing to change, I have to add some stuff to, say "name" field and ask mod to revert it back after granting or just ignore it with new CREQ system.
So, I want to be able to fill comment-only CREQs without filling any other fileds. (with addtional warning, maybe, like "you did not change anything. are you sure you want to submit comment-only creq?").

sure it would, but most of the time stuff that is just commented needs further commenting and the forum is a good place for that...
Trust me, I got my five denied creqs mostly because I used the comment function to argue about stuff. And people will most likely hate it more to have negative creqs than be denied on the forum
(or maybe that's just me).

CREQs are better - mods see from the start what do you want to change, without specifying any IDs and CREQs stay in history for that anime, which allows mods to review them latter, when another change to that title is requested. It is easier to keep tracks of changes I already requested for me as well. I already have dozen of such CREQs and they seem to be working fine (except that I have to change something, as I've already said in first post).
I don't know, Petri appears to be going for a record here. There is an advantage to the forum, if it does get denied you get to appeal to a wider audience. I had a creq to change X and Y. My creq was denied for Y (although I can point to numerous examples where other animes had similar settings), but X was never done or commented on. I pm the mod, but never heard back... On the forum there is at least a wider audience.

Drag it into the open, debate it - maybe you found something nobody else noticed yet. That way you are part of the design process of the DB and not arguing with sombody, or hoping the admin who will grab your CREQ is in a good mood (and not that certain admin which denied so many of your creqs already... you hate him... why oh god why does he hate what you want changed? Is it personal? Does he grab all your creqs on purpose, just to deny them, no matter how thought out request are? Come to the DB change request forum and ask the others, then he won't stand a chance! HA! YOU are the winner! You laugh in his face! This time he had no chance and another admin chose to grant the request on the forum. This is a proud day for you. You did it. Your life finally has a meaning! [that is, of course, only if the mod that hates you decided to not edit/lock or even delete your post

That being said(/edited), I hope you know that you can complain about how a CReq has been handled everytime - may it here or in #anidb or by directly sending a message to another mod - though you should of course talk to the mod in question first (instead of starting to suspect that that mod hates you 
).
I know you weren't serious, but the CReq being less open to the public shouldn't hinder comment-only-creqs.
