:idea: Well I just thought about this:

Why not only let people vote for other reviews, if they themself have got at least 5 (MOD-)approved reviews. Because then they seem to be qualified to rate the content and not the reviewer's opinion in my opinion.

This Idea has got a nice side-effect: It will encourage people to write good reviews themself, so that they are allowed to vote.

Might this be a solution?

The system is tested now. We don't know yet if it works correctly. We should wait some time and then eventually change something. If voting reviews system fail and good but negative reviews are low rated, the mod conception will be the best solution.

@ kidan:
It is a kind of the mod-solution. I'd like classic mods.

If MODs are used then they shouldn't make reviews. ;)
