[cgi] Select all toggles checkbox state [NOBUG]

So if you click 'select all' when you checked some files manually, those files are unchecked and all others are. This is not what the 'select all' is supposed to do, right?

actually that's not a bug, that's a feature

)

it should be called toggle all, but then some ppl would prolly not understand what it means. that's why it's simply called select all.

Well, why not add a Feature like 'Toggle All' next to 'select All' would be a bit clearer...
