Explanation on "DB Change Requests" section

Several changes can (and should) be requested directly on the website. The forum can be used instead when:

Someone who doesn't want to register notices an error that should be corrected
The wrong value can't be edited directly (e.g. deleting synonyms, relations, genres) or it's impractical to request it there (e.g. comment-only-creqs for moving or merging of files)
