As for splits; From what I can tell, they're unavoidable on public servers.

You may have heard false rumors that ZiRC is dying, this is not true. ZiRC is up and functioning fine.
We plan to have this site re-done very soon, in the meantime for a means of connecting to ZiRC via your web browser, please use ircatwork and manually connect to irc.zirc.org.
