[edit][tracks] Change all 704x396 videos from 4:3 to 16:9

A robot/query should fix all the video tracks with a 704x396 size: it isn't 4:3 ratio but 16:9 ratio.

even if my masscreqer wasn't broken currently i wouldn't run it for that. that's more than 5000 files with that resolution and would cause too many pms
