[Chii] extend !state functionality [DONE/DENIED]

currently, !state only changes the values, !state anime should show the current state of the files in that anime.

Also, extend !state to mass change certain files state only, now, it works at episode level(or ed2k, but that's per-file), it would be nice to have: !state [anime] [group] <range(upto, all, etc)> [state]
or similar.

Oh, my tracker page default is for the website not chii, I forget there are other ones. At any rate, I'd find some kind of !state readout useful, but am a little less fussed about the range changing, as upto tends to cover it for me.
