Chii: update-interval and -duration [NOREQ]

I don't know which new tasks either Chii or the database itself are doing recently every 30 minutes, but it takes too long.

It took Chii nearly 9 minutes to have calculated the "!mystats"-values and also the "Anime Hint"-function in "myplace" ceases to work every XX:00-XX:10 and XX:30-XX:40 ("not enough votes"-error-message).
In other words, it's less than 70% of the time operational.

What causes the additional load and should the feature(s) be removed or restricted?

i changed the update intervall for the stats to once very 2h now.
that should make it less intrusive.

the time needed for a stats update is still the same though.
and it will increase each day. bc to generate the stats all users, files and mylist entries have to be checked.
