[CGI] Revoke tmp. vote after setting perm. vote [DONE]

After accepting permament vote, if there was before temporary vote for this anime, it should be automatically revoked. Maybe is not big problem clicking revoke after voting, but i already forget it few times and it results in having two different votes for same title.

Sounds like a reasonable thing. I think it`s useful to implement this.
