Reviews are opinions. Genres are classifications and not subject to opinions. If you let them do it then you will have "Green Big Tentacles" as a genre. I hope you get the idea.
I think the voting is better than the current system because everyone gets the option of making their feelings known and it reduces maintenance required by the mods.
I do not think that voting should be limited. Once again, users may have seen the anime elsewhere (TV, DVD, ...), but currently they don't have a method of marking the anime as watched, so you should not exclude these users. Also, without shadow or dummy files, some animes it is impossible to have all episodes, so nobody would be able to vote... If someone puts in a bad vote, then enough other people will probably vote the other way and things will even out.
There probably will not be a lot of votes in most cases, but not a lot are needed. Most people will probably only vote if they think that something is miscategorized and they will vote to change that. Over time some animes will probably only have a couple of votes, but others will have a lot, just like everything else that is votable... But if it only has a couple of votes, then either the settings are correct (in most people's view), or people don't care, either way it's not that big of a deal.
Currently everyone currently gets to vote for a genre for any anime, and if someone does something silly, then the only recourse is to go running to a mod. This will allow you to take action directly...
BTW, Elias, why take a scale of 10 and convert it to a scale of 5, why not just keep it at 10? This just makes things more complicated. If you don't want anything below 2.5, just set your filter at that point....

No, no, no, not "Big, Green Tentacles," that would be a terrible genre... Now "Little, Blue Tentacles," that is useful... (sorry, I couldn't resist).
What genres are available is a separate thread, this is just a method for assigning genres, regardless of which ones they get to choose from.

It's only for using same voting method (1..10), i think scaling genre weight (matching) for title as 0..5 (0 - not related at all with genre, ..., 5 - title can be used as great example for this genre) is enough. If there will be more, we can expect some title-fans voting for genre only to make average higher then other competing title. Voting can be also from 0 to 5 to avoid misleading then. And maybe not name it voting, better some neutral non-pointing-it-as-ranking-titles name, maybe: opinion about genres, proposing genres.

That is out of the question. It's everyone's own matter how they want to organize their mylist, and if someone has seen an anime completely but doesn't feel like adding it to their mylist, they should still be able to give their vote. The database cannot distinguish between who's seen an anime and who hasn't except by interpreting the users' mylist.
The list of available genres should be defined by the community, i.e. the userbase of AniDB, and most noteably those users who have the dedication, knowledge and brains to come to the forum and discuss about them in a civilized manner. The genres for a certain anime should be selectable by the owner of that anime entry, changeable via CREQs and extended to make it possible to show how important a genre is for that particular anime (in other words: I still want genre weighting or percentages or however you want to call it).
If they're made voteable, I predict that sooner or later, Naruto will become an Action Adventure Romance Love-Story Samurai Super-Powers School Demons Historical Fantasy Science-Fiction Magic Kids Drama Comedy anime.
Maybe the fanboys would even vote for Yaoi, because they have no idea what the genre means.

Anyway, if the genre-voting would rather mean to distribute a fixed value among the genres (as already suggested elsewhere [by Elberet, even? - not sure here]), the mass of naruto-fanboys would quickly push it into the Action/Adventure/Martial Arts corner.
