[CGI] special ep-bug - confusing with normal eps [FIXED]

78 normal eps have been added...
now it's impossible to add any special ep upto #78...it will just give out
ERROR: 12 - epno is already in use

but you can add specials with any number not yet taken from a normal ep...
no problem the other way around, i.e. you can add a normal ep 79 now...

Can confirm this bug. had it last week too, when I tried to add a special. so I was forced to add it as special0 (S0). It wasn't in a few weeks ago. so must have been added in the last 2-3 weeks.
