!vote-s should be restricted like on the website [DONE]

Currently, a !vote still ends up as a permanent vote, even though it'd normally not be possible to cast such a vote on the website.

I think it'd make sense to either show an error-message when !vote-ing for a "0 eps"-anime, or !votetmp should automatically take over.
