I think editing of content is to go around the censorship, while censorship is complete block of certain material. That's somewhat of Wiki's way of classifying too.

I will also point out the case about “La Blue Girl”:

There was the Japanese version, with mosaic, then an English uncensored version, then a new English uncensored version which was in fact a cut of the previous one for legal reasons in USA.

This last version is written uncensored but isn't because it's shorter than the original.

Maybe we could have two distinctive tags:
*Censored/Uncensored (for the mosaic protection)
*Cut/Uncut (for any deletion)

final decision to this:

- (un)censored flag get's limited to pron only
- a new cut flag gets introduced to mark actually cut out scenes. where "cut" stands for actually removed scenes. not just covered up things.

that's it. any other sort of weird stuff get's ignored. i.e. donkeys, crows, fog, beeped stuff. you may make a note in the groupcomments/groupstatus if you want. abusing filecomments for this is not wanted.

another option would be to use ep comments, no?

No, it may differ between files of the same episode... in many series those things are removed from DVD's and only there on TV-broadcasts.
