I don't see why that wouldn't work. Thirty votes seems fair enough -- same as the limit for Anime Hint. 'course, some of the hatevoters probably have more votes than that, so it wouldn't be perfect.
How about this, though: couldn't the permanent votes simply be changed so that the voter has to have the whole anime (marked fully watched) in his mylist? That should weed out all but most diligent of fanboys -- I doubt many would bother to add numerous episodes and then mark them watched, just so that they could cast a hatevote...

I think a voting limit of 30 votes before taking into account should do the trick at least. That also means that people don`t just sign up with multiple accounts in order to raise/lower the mark of a title.
You can achieve that with the 'marked watched' thing, but I think that would just be overly complicated. So I`m all for the 30 votes limit, just like AniDB Hint.
I only have two votes: positive and negative.
You can argue hours about the rate system, but if somebody only cares about likes and dislikes, then there will be only two different votes: minimum and maximum.
The ranking could be done by comparing the number of minimum votes (min) and number of maximum votes (max). Very easy: you give each anime a score equal to max - min, then you sort according this score.

I'm not sure I follow. You want only two votes, essentially a 'yay or nay'? Although that simplifies voting immensely, most here would agree that a 'yay or nay' type system would be too simple. Maybe to some a yes or no would suffice, others like myself prefer a more diverse selection of votes. Many anime are 'lightly entertaining' (6), boring (5), I'm probably going to rewatch it but it's just a little more than 'just entertaining' (7), etc. If anything, there should be a .5 scale to make my voting more accurate since sometimes anime I watch are between the two ratings. For instance, to me Mai Hime is not a solid 8, but it's not a solid 9 either, a 8.5 would a better representation of my opinion. Anyways, I could be assuming wrong, slap me if I'm interpreting your suggestion incorrectly

Whatever requirements are used for counting votes, the hint needs to have the same requirements. Not only would it make it easier to implement (only one set of logic is needed), it would make it less confusing for users and we won't get questions like, "Why can I use the hint but my votes don't count?" I don't mind if you have requirements that are different than the current hint, but if they are the hint should be made to match.
