They're called Furigana. This is what rowaasr13 referred to when writing:

irregular furigana used in anime/ep. titles should be put in parenthesis right after base kanji for that furigana.

Like this, for example: 満月(フルムーン)をさがして

Normally, "満月" would be read as "Mangetsu" (= full moon) or "Mitsuki" here, but the furigana change the pronounciation to "full moon". I've seen this somewhat often in episode-listings, so I of course agree with rowaasr13's post.

More about punctuation:

Furigana should always use ASCII (half-widht) parenthesis: (), not double-width（）. Punctuation also should be preserved exactly as it is displayed inside anime/ep.

Do not mix those:
. 　。　・
... 　。。。 … (this one is displayed in middle of line in japanese fonts, btw)
? ! , and ？　！　、
~　～

There are more, but those are most often used, I think.

That's something I'd object. Is there really any need to use full-width characters and signs when there is are proper ascii-characters for it?

IMO, characters, numbers (and other signs) should always use the ascii-version instead, so that, for example
"キン肉マンII世　ＵＬＴＩＭＡＴＥ ＭＵＳＣＬＥ" (2134) would become
"キン肉マンII世 ULTIMATE MUSCLE"
and
"シーバス　１－２－３" (213) would become
"シーバス 1-2-3"
and
"ストップ！！ひばりくん！" (1931) would become
"ストップ!! ひばりくん!"

Actually I often see it other way around - titles that originally use half-width are written in double width in DB. Still I think they should be represented exactly like in anime itself.

BTW, don't forget that there is full-width ‼ symbol.

I didn't know that. However, to me this looks like a good argument in favor of using ascii instead

Well, exceptions for !! and roman numerals look reasonable.
