Otaku no Video

In the anime "Otaku no Video" (OVA1). They have these little factoid news's like it was real life but its usally from a TV series, or SF Movie, or anime. There was one I coudln't get, and just wondering if anyone here knows what this was in reference too..
At 24:59 (OVA1) it goes
"Feburary 10, 1983: Six 16-year-old boys commit repeated assaults on homeless persons in Yokohama, killing 3 and injuring 13."
The anime was made in 1991 so the reference is to something taking place before 1991... Maybe a movie about the 1983 event (if its a RL event), or an anime that was set in the 1983 era. I can't seem to find it.

PS If it helps any the other factoids were about - 3 Anime, 3 Anime Opening, 1 RL SciFi TV Series, 4 RL News Events (Think RL events converted to RL Special Effect Movies? - IE Bribery Scandals, or Korean Jets getting shot down).
Anyway they all seem to be related to otakuness someway and was just curious how the homeless killings fitted in if anyone knew! Maybe watch the movie/anime if its one (sounds like my kind of plot).
