Looking for anime movie....

I'm looking for a relatively old (mid-late 80s?) anime movie[there's a small chance that it is a series that aired all together).
The plot was about a guy with spiky blond hair who lived peacefully with his wife until a war began, so he became an agent and went to a city. At some point he caused a flood by destroying a dam. I don't know if it helps but when a death was presented the souls of the killed person became pink birds and flew away. At some point there was a subplot with a prince and princess of the two battling kingdoms being in love and eventually get killed. The movie was set in present(or maybe future date). Any ideas??
