name this anime

I think its from middle 80s, but i not sure, it could be older. Main character is motorcycle police, who, for some reason, is turned in to some sort of cyborg.
i cant remember much of it, thou, only scene i remember is where some badguys steal golden elevator (or something like that) from huge glass building, using truck that has all kinds of different equipment hidden in its back..
