Kashimashi ~Girl meets Girl~
That's my suggestion, it has a nice balance between the humor parts and the serious parts. The love intrigue that seems compulsory for a school anime is really nice and just as complicated/weird as it should be. Brings some good laughs as well as some moments to think and reflect.

Suzuka is a good (according to some) school/romance. I enjoyed it. Also you can watch Onegai Twins/Onegai Teacher. But as someone above said, Azumanga Daioh is ZE one.

If you are looking for an anime with both romance/comedy/action I would suggest
Tenshi na Konamaiki

- Another school show is
Suzumiya Haruhi no Yuuutsu, but it's a little speciel.... Either you like it or you don't!
