Legend of Galactic Heroes: A Hundred Billion Stars defintely ended long ago, but can't be voted permanently.

I think it is because ending date is not clear (?? ?? 2000). But permanent voting should be enabled, or if it is not posibble without ending date, than fake ending date would be better.

I know i should make creq, but i am not sure what should i add, because i do not know ending date also.
