Can a normal user add generic files to an old anime that still doen´t have it? If not, who should he contact to request the adding?

Create a DB change request and we'll add it.

Post a DB chage request on what? The anime itself, the episodes...

I mean a post in the "DB Change requests" forum, either for the anime or the episode, include a link and it'll be even faster.
