If an episode is 95% a recap, and 5% new stuff, should we mark the episode as a recap ?

For example, the episode starts with three people around a chimney (2%), and then they tell the story of their previous adventures (95%), and at the end of the episode, they go to bed with a funny joke (3%).

I'd say yeah, recaps are often like this. For instance in SDFM ep 14, there's about 5% new animation, and it's almost entirely voiced over. Interestingly only one of the Utena recaps is marked, but as it completely breaks the idea of a recap, this might be understandable.

So shouldn't we mark the other Utena recap episodes as recaps as well ?

LLRK 22 is a 95% recap as well.

First of all: there's no fixed rule of it.
Your description pretty much sounds like what I mark a "recap". It can have some new animation / unimportant events, but that won't change that people who don't want to watch recaps would've preferred skipping it.

If an episode can be pretty much classified as a (partial) recap, but then either adds an important conclusion to the retold happenings* or simply goes on with the story, it can very well have a fitting episode-description added to it, but the recap-flag could be misleading.

*) Like in Utena, for example. On that occasion, an (older) creq which removed the recap-icon for the last remaining episode has just been granted ^^;

There is another quistion for me:
ROD-TV EP 14 is approx. 50% recap of the ova and 25% not so neccacarey Bakcground and 25% new aniamtion (the secartary makes the recap in an report)
is this a recap or not?

No, as you may not have seen the OVA when watching the TV. Likewise, marking the Gundam movie trilogy files as recap would be silly.

Personal opinion on this, if it's an episode it should be addable up to around 25 percent. Look at Nadesico when the non recap parts added almost nothing to the episode but mindless humor (which was quite funny, and a good switch) but it is at the base a recap episode. with just a couple extra minutes of new footage.

If it was me and I was unsure (of course It would take a bit to make me unsure, I have this "sense" if an episode is a new episode or recap (mostly if it's 5 minutes in and I am ready to skip the episode)) I'd mark it for a change request and then type a nice note to the mod explaining the feelings sensably, but your example sounds like Definate recap.
