My movie is choppy..... how to make the movie smooth.?

To the point: sometimes my anime episodes are choppy.
Let me be more clear. Most of the time, my episodes play very smoothly, however a few specific episodes (usually dependent on which group made the fansub) plays choppy whenever the "camera" moves horizontally or vertically. For example, the camera moves horizontally at the very beginning of the newest Naruto intro.

So my questions are:
What is causing this?
Is there anything I can do to stop this so that the episode plays smoothly all the time?

If this problem actually has to do with system specs, here is my info:
Celeron 1.5hz, mobile radeon 9000 32mb, 512 ram.

Well if the video you are playing uses DivX5, you can try turning down the quality level all the way down. If that doesn't work, you can try decreasing your screen resolution, since that helps me when I'm playing high quality videos
