I would vote against placing the AR awards on the first page instead of the votes from anidb. The userbase is vastly different. And I doubt you'll get 1500+ people participate on any ARC award as well. I don't need any "Top 10" list at all, so I'm fine with removing it altogether. CU, lame...

As far as i know, the only certified HDTV resolutions are 720p and 1080i. Everything else is not HDTV. Those 1024 encodes are probably better classifed as "high resolution". At least the TV rip groups use that term. And I heavily doubt that all those hr encodes really come from HDTV source...
