I don't think there's anything wrong with the current anidb voting system. If you use fine grain votes option (as you do), there's 21 possible values of a vote (0, 0.5, ..., 9.5, 10). if you don't trust me, how can i vote 166 times without any anim ? :-/ Votes are not related to your MyList data in any way, all you need to vote is to have anidb account (and permanent voting must be allowed for given anime = its enddate lies in past). You can vote for any anime, it doesn't matter...
